He'" will be sentenced at a later date on the aggravated vehicular assault Lower fees, revised billing for community vegetation site By LORI KEPUS-HEPLER News-Messenger correspondent WOODVILLE A new, lower fee schedule and revised billing procedures take effect immediately for the Woodville Vegetation Site. Woodville council adopted the new program at its meeting Thursday, rescheduled from the usual Monday meeting. The vegetation site opens March 15.

Council agreed to charge each household in the village a 35-cent per month fee for use of the site. Residents will see the charge on their monthly utility bills under the special category of "yard waste." This new program will generate about $3,500 a year, which helps pay for the manager's salary and a new wood chipper that was bought for the site. Last year, Woodville residents bought a $15 permit for use of the site. Council members hope this new procedure will encourage more people to use the site, as landfills can no longer accept yard waste. Starting March 15, the site is open during regular business working hours on Monday through Saturday.

Manager Joe Elder win be at the site for assistance from 6 to 8:30 p.m. Monday, Tuesday, Wednesday and Friday; and again from 1 to 5 p.m. Saturday. "The site is there for anybody in the village to use," clerk Judy Migliori said. Only yard waste can be accepted at the site.

This includes grass clippings, leaves, brush, tree limbs, flowers and Christmas trees. Residents should empty their bags at the site and take the bags home. No trash can be accepted at the site, as there is no way to dispose of it. A wood chipper, operated by village employees, also is at the site. Residents may take the wood chips or compost for their own use.

In other business, council: Received a franchise fee from Cablevision for $4,943. This fee is awarded yearly, based on a previous agreement with the village. The village collects 3 percent of the cable company's revenue from village residents. Hired attorney Robert Kuhlman to continue as village solicitor. His law firm has served the village for nine years, but this year council decided to work with just one person.

The retainer is $4,600 a year. Will file 1995 temporary appropriations of $2.3 million with the auditor. charge. He could receive up to 18 months in prison, a $2,500 fine and'; his driver's license taken away. Timothy A.

McQueary, 90, Genoa, formerly of West Trowbridge Road, Mill-bury, died Friday in Genoa Care Center, Genoa, after a long illness. Born in Millbury, she was the daughter of John and Mary A. (Reeder) Klatt. They are deceased. She retired in 1965 after 27 years with the auditing department of the Internal Revenue Service in Toledo.

She was also a member of St. John's United Church of Christ, Genoa. Survivors include her son, John C. McQueary, Oregon; nine grandchildren; and 15 greatgrandchildren. She was also preceded in death by sisters Minnie, Clara and Bertha; and brothers, Fred, Will and Frank Klatt.

Services are 11 a.m. Monday at the chapel of St. John's United Church of Christ, Genoa, with burial in Clay Township Cemetery, Genoa. Visitation is 2 to 9 p.m. Sunday at Robinson-Henn-Brossia Funeral Home, Genoa.

Memorials may be made to the church. Kenneth Arlin Hall July 23, 1935-Feb. 24, 1995 BLOOMVILLE Kenneth Arlin Hall, 59, 5191 Township Road 181, Bloomville, died Friday at Autumnwood Care Center. Born in Seneca County, he was the son of John Arlie and Jessie Leaha (Matter) Hall. Both are deceased.

He married Carol Kelly on May 4, 1958, in Trinity United Church of Christ, Tiffin. She died Nov. 7, 1984. He then married Regina (Schetter) Siebe-naller on Aug. 10, 1985, in Republic.

She survives. He was an electrical engineer, having worked with Hardin Precision Scraping in Belleville, Mich. He was a graduate of Bloomville High School and a member of the Moose Lodge No. 840 in Tiffin. Also surviving are sons Terry L.

Hall of Tiffin and Tim L. Hall of Green Springs; daughter Tammy D. Seasly of Republic; sisters Evelyn Humbert of Green Springs, Opal Rohrbacher of Fremont and Lillian "Bill" Jenne of Green Springs; stepchildren Anthony, James Stephanie and Brian Siebenaller of Tiffin, Robert Siebenaller of Old Fort, Matthew Siebenaller of Fostoria and Elizabeth, Shawn, Joshua and Kevin Siebenaller all at home in Bloomville; two grandchildren; and one stepgrand-child. Also preceding him in death were a brother, Clifford, and a sister, Geraldine Beard. Services are 11 a.m.

He married Gladys Ellen Scott on Sept. 22, 1934, in Bellefonte, Penn. She died April 8, 1966. 23,1995 TIFFIN Doyle M. Black, 77, 115 Cherry died Thursday evening at Ohio Veteran's Home, Sandusky. He had been there for 9 12 years, and had been ill for 14 years. Born in Tiffin, he was the son of Clarence and Daisy (Bloom) Black. Both are deceased.

He married Mary Buccione on Feb. 23, 1946, in Tiffin. She survives. Mr. Black died the same day as his 49th wedding anniversary.

He retired in 1979 after 42 years with Webster Manufacturing Co. He attended Green Springs and Tiffin schools. He was a veteran of World War II, serving in the quartermaster division for the European theater. He also was a member of Trinity United Church of Christ, the board of directors for Credit Union at Webster, Tiffin Masonic Lodge No. 77, Seneca Chapter No.

42, Clinton Council No. 47, DeMolay Commandery No. 9, Tiffin Shrine Club and Tiffin Moose. Also surviving are son Ronald Black of Findlay; daughter Barbara Ann Alcala of Tiffin; brothers Burdell Black of Clyde and Marlin "Jake" Black of Tiffin; sisters Velva Dye and Maxine Herbert, both of Tiffin; 4 grandchildren and one great-grandchild.
