They identified those arrested as Danny Lee Dellinger, 22, of East Sparta; Mark R. Liven-good, 18, and Thomas D. Cutting, 18, both of Alliance, and John Littlestein, 23, of Pittsburgh, Pa. Charles F. Pope, 80, retired employe of the former Herbrand Corporation, died Monday at 6:09 a.m. in Memorial hospital. He had been in failing health five years. The lifelong resident of Fremont was born July 6, 1890 son of Charles W.

and Mary Miller Pope. He married Vid Morrison July 3, 1926 in Toledo. Surviving are his wife; a daughter, Mrs. Ned (Bernice) Adams, Clyde, one niece and one nephew. There are three grandchildren.

A brother, Henry, is deceased. Mr. Pope was a member of the Fraternity of the Deaf. He was a graduate of the School of the Deaf, Columbus. He was active in baseball and bowling circles before his illness.

Mr. Pope had also been employed at the former FRANKLIN, Ohio (AP) -This city of 10,000 is attracting national attention in its experimental efforts to clean up its garbage and sewage problems with an environment concept developed by an inventive city councilman and a hustling city manager. Already under construction on the same site are a new sewage treatment plant and a re-cycling garbage plant. The sewage plant is set to open in 1972. The trash operation starts May 1.

City Manager Bernard Eich-holtz, former mayor of Covington, worked for and gained a $2.3 million grant for the sewage plant. Wetzel was born August 2, 1937 in Clyde, daughter of Earl and Irene Guillotte Bradshaw. She was married January 10, 1955. Surviving are the husband; sons, John Ronald L. and Robert II, and a daughter, Tammy Jo, all at home; her father, Earl Bradshaw, Fremont; mother Mrs. Irene Bradshaw, Bayou LaBatre, Ala.

Friends may call at the Weller-Wonderly funeral home There's a Friend at Your Door YOUNGSTOWN, Ohio (AP) -Youngstown's policemen and firemen continued to work today without a contract after rejecting a proposed three-year contract with the city Sunday. Negotiators for the safety forces were to meet today with a committee from the city administration to discuss the situation and a spokesman for the safety forces indicated mat how long the men worked after Monday depended on the progress in talks. The policemen voted 147 to 74 against the city's latest contract offer and the firemen voted 161 to 46 against the package which would have raised the annual base salary to $9,135 in the third year and provided another $505 in fringe benefits. The safety forces' agreement, which had been extended from Jan. 1, ran out at midnight but negotiators recommended that the men remain on the job.

Youngstown is the seventh largest city in Ohio, but ranks 83rd in wages paid its safety forces and the policemen and firemen are seeking $9,600 as of Jan. 1, and $10,000 as on Jan. 1, 1972 in a two-year contract. They presently have a base salary of $7,962. The city offer rejected Sunday would have given them an annual base pay of $8,445, retroactive to Jan.

Miss Smith, an executive of the church for 37 years, was director of a council of women's work for the church's Ohio Conference from 1952 to 1963 when she was named executive director of the Council for Lay Life and work of the church with headquarters in New York City. She retired in 1967. will dispose of garbage without polluting the air or Great Miami River, but cut costs by recycling materials for sale to industry. The process compacts and rejects some hard material. This is to be transported to a landfill where Franklin hopes to develop a park after reclaiming land along the river.

The remaining 90 per cent of the garbage is separated into paper fibers, pulp, glass, aluminum and plastic. What cannot be reused is burned at a high temperature. Fly ash that remains will be used in the sewage treatment plant for cleaning water. Franklin is seeking an additional grant for $600,000 to recycle the cleaned sewage water to nearby paper making plants and completely automate the system. Officials said unrefined pulp from the plant will bring $15 a ton, magnetic metals the same price.

Charles hospital, Oregon. The pastor had taught his religious classes Saturday morning and suffered chest pains after returning home. The Rev. Folino had served the local church seven months, previously serving pastorates in Gomer, Avon Lake and South Chicago, for a total of 32 years in the ministry. The native of Indiana was born March 16, 1913, son of Frank A.

and Minnie Neblung Folino. He attended Chicago Theological Seminary and Divinity School at the University of Chicago. The pastor was in charge of lay ministry training and a member of the General Board and Executive Committee of Ohio and the Council of Churches, Northwest Association on Churches and Ministry. He participated in the Genoa Senior Citizen club activities. Surviving are his wife, the former Lillian Hunter, to whom he was married 32 years; a son, Frank, Columbus; a sister, Mrs.

Frances Kovak, Lakewood; brothers, Roger in Florida, and Fred, Vicksburg, Miss. His mother resides in Cleveland and his father is deceased. Friends may call at the Oestreich funeral home, east of Elliston until Tuesday at 11 a.m. when the body will be removed to the church to lie in state until funeral services at 2 p.m. The Rev.

Mr. Sosa, father of Mrs. Harvey Haerr, Bellevue, died Friday in Good Samaritan hospital. Also surviving are his wife, Marie; sons, Wally and James, Sandusky; Felix Castalia, and Ricky, at home; daughters, Mrs. Dell Day and Mrs.

Dan Steel, Castalia; 18 grandchildren; sisters, Mrs. BELLEVUE Clarence Whitely, 74, who had operated Whitely's Grocery on Lincoln street since 1917, died unexpectedly Sunday in Bellevue hospital. He had been ill two days. Before opening the grocery Mr. Whitely operated a retail milk business here for three years.

The residence was 604 Castalia street. The native of Bellevue was born July 15, 1896, son of Benjamin and Mary Ball Whitely. His wife, Beatrice, died in September of 1967. Surviving are daughters, Mrs. Lawrence (Eileen) Braideck, Huron; Mrs.

Thomas (Marilyn) Lashuay, Kent; Helen, at home, and a son, Richard, also at home; sisters, Mrs. Irene Collins, Bellevue; Mrs. Delores Lang, Norwalk, and Mrs. Dorothy Fries, Norwalk, and four grandchildren. An infant daughter, one brother and one sister also preceded him in death.

Mr. Whitely was a member of Immaculate Conception church and the Knights of Columbus. Friends may call at the Foos funeral home beginning Monday at 7 p.m. Father Robert Lamantia will offer a funeral Mass Wednesday at 10 a.m. in the church with burial in Bellevue Catholic cemetery.

The Rosary will be recited Tuesday at 8 p.m. Eugene E. Sandwisch WOODVILLE Eugene E. Sandwisch, 75, retired Route 1 farmer, died unexpectedly Saturday at 6:30 p.m. of a presumed heart attack at his home.

He resided with a sister, Miss Sophia Sandwisch. He is also survived by brothers, John Joseph and Fred both of Woodville. Two brothers and one sister are deceased. Born April 29, 1895 in Woodville township, he was the son of Fred and Lucy Schroeder Sandwisch. He never married.

Mrs. Hazel Schimmel CURTICE Mrs. Hazel H. Schimmel, 81, 637 Toledo street, died Saturday evening in a Toledo hospital, where she had been a patient 47 days. She had been ill since December.

Mrs. Schimmel was the widow of Otto J. Schimmel, who died in November of 1914. Surviving are a son, Fredric, Toledo, and a daughter, Mrs. Donald (Audrey) Spurgeon, Genoa; seven grandchildren and six great-grandchildren.

Mrs. Schimmel was born August 31, 1889 in Wayne, daughter of Prosper and Elizabeth Gordon Sayen. She was a member of the United Methodist church and the Curtice Community Club. Friends may call at the Robinson funeral home, Genoa, beginning Monday at 7 p.m. The Rev.

Light snow is predicted Tuesday, but with precipitation in Southern Ohio a mixture of rain and snow.
